Why would map.google.com use GCJ-02 for areas over China [on hold]

A GIS SE user found a method in What causes the GPS offset/shift in China? for proving Google Maps uses GCJ-02 over China which compares the coordinates of a Chinese landmark on OpenStreetMap and Google Maps.

  • Take Shanghai's Monument to the People's Heroes.
  • OpenStreetMap displays the WGS84 datum correctly.
  • maps.google.com places the same WGS84 datum north-west of its correct position. This suggests maps.google.com uses GCJ-02 inside China.
  • To prove this further change the map type to display satellite imagery. It uses WGS84 so the memorial moves to the correct position but map details such as roads and points of interest are now offset.
I'm unsure why Google chose this for a product available outside of china but my guess is to conform with maps published in China. Can someone offer a hint as to why Google made this decision?
