Why can I publish a layer in Geoserver using these two different projections?

I have a shapefile with this projection in the .prj file

GEOGCS["GCS_WGS_1984", DATUM["D_WGS_1984", SPHEROID["WGS_1984",6378137.0,298.257223563]],PRIMEM["Greenwich",0.0],UNIT["Degree",0.0174532925199433]]I can publish it in Geoserver using EPSG:3395 and EPSG:5532, but not with EPSG:4326. What is the reason for this?
