Unsupervised (ISODATA) classification in ENVI returns fewest classes possible

Running an unsupervised (ISODATA) classification in ENVI 5.2 consistently returns the fewest classes possible.

For example, set to produce anything between 50 and 70 classes, the classification produces 50 classes.

Thinking I had set the range too high I subsequently tried 5 to 15 classes, but again only 5 classes were produced. I have found the same result, with the classification producing the fewest classes possible, with numerous other attempts.

Any thoughts as to the reason why the classification always results in the fewest number of classes?
