Raster layer underneath others

I have a TileMill project going. It's my first one ever.

I have a raster layer in my map which I got from here.Unfortunately, it covers/hides all my labels.

Is it possible to order layers? So that all the labels are on top of the raster layer, clearly visible, while keeping the raster layer opaque?

PS. My current raster layer CartoCSS is

#ne-raster { raster-opacity:1.0;}
