Problem on colleting data and storing

I have a task which is about postal code data collection for world with their regional languages. I need to startup with this.

I have two problems.

1. Regional language are stored in one table (Eg. Bangalore, Bangaluru, IN KANNADA as well as hindi)?
2. Many place have a single postal code. Many postal codes have single Place?

How can be resolve this two issues?
