I am a developer working on an application involving geospatial data. We want to add the ability to export this data as a file to be imported into ArcGIS that associates text and binary data (such as images and PDFs) to locations on a map.
In research I see there are a multitude of compatible formats possible, but it's unclear which would be easiest to import from, or, in the case of XML or similar formats what schemas to use, (For example, is Geographic MetaData the best choice?), what formats allow for binary data, and what would minimize the configuration necessary by the client when they import.
So given these conditions, what file type(s) should the data be exported as, and how should the said data be structured?
