I've set up a geowebcache for some app developers to use. They discovered that if the mapserver behind the geowebcache (gwc) is not running then they're not getting the tiles even if the getcapabilities is showing up. So how can they get a telling heartbeat from gwc? And shouldn't we also query the mapserver providing the wms that gwc is harvesting? Checking one tile in gwc doesn't tell if the mapserver does it's job due to the caching.
