I am using ArcGIS 10.2 for desktop and will be using point and click to digitise a cycle network shapefile and network data sets then use model builder or python. Before I begin I was wanting to check my plan to see if I am missing anything or doing it in the wrong order. My aim is to assess the accessibility of my city by bicycle. To show impedances such as distance and slope, identify barriers such as intersections, and gaps in connectivity.
I will be using one destination as a case study and origins will be from census meshblocks centroids. Are there any issues with the following plan and steps that me cause issues?

- Create shapefile and digitise cycle paths
- Add elevation and slope surface data to the created shapefile as well as the city road network
- Build a multi-modal network data set containing the cycle and road networks
- Identify cyclable segments that are suitable for cycling classifying from good to bad using slope/distance/off road cycle path/ on road cycle path and no cycle path measures
- Use the network analyst tool set to find the least cost paths between meshblock centroids and the one destination
- Because the city is not highly bicycle friendly find the counts for the most common roads used in the network and use these most used road segments to show where future planning should be concentrated
