ArcGIS: Is there any way to use topology on data in different feature datasets?

I am using ArcGIS 10.2 desktop on an SDE/versioned environment. We use the ESRI local government information model, except that we do not use parcel fabric.

I am responsible for maintaining several feature classes such as city limits, fire districts, emergency districts, etc. Most of these districts follow road centerlines and/or parcel boundaries. The parcel boundaries are in the Cadastral feature dataset, while the feature classes I edit are in other feature datasets.

I spend a lot of time cleaning up the layers I am responsible for because the parcel boundaries change so frequently. I'd love to set up a geodatabase topology to help my data automatically "move" as the parcels are adjusted, the same way are parcel lines and parcel polygons move together (using topology rules). As far as I can tell, I cannot run a topology on feature classes that are in different feature datasets. Does anybody know of a way around this or have suggestions that might help me have to do less tedious cleanup? (Boss says moving things into the same feature dataset is not an option; she wants to keep following the ESRI LGIM standard...)
