With 4 colors you can create a map in which adjacent polygons never have the same color. It's a technique that has been known for at least 100 years. But ArcMap doesn't have the ability built in to set up 4 color symbology. It used to in version 9 but that was removed in 10. ESRI claims you can add it back, but no one seems to be able to get it to work. Why was it removed in the first place? What rationale could ESRI possibly have for removing a very basic and key cartographic function?
