Web-mapping, combination of several web map tools

I would like to create an interactive web-map environment. With these attributes:

• Registered users are able to add polygon/point/polyline with comment.
• It should be possible to turn off/on layers like land use, traffic etc. These would be like let's say shapefiles or something like that, databased via PostGIS. Very important characteristic is that each polygon should be "interactive", let's say polygon will be darker after passing the cursor and after click to polygon you will be able to see information like in an attribute table.
• I should be able to switch among the basemap layers.

I have several experiences with tools like CartoDB or Mapbox. As a server i would use GeoServer + PostgreSQL/PostGIS, i can use mapbox api for interactivity like switching between layers and so. Regarding "comentary function" i would use MapChat (an open source tool for integrating maps with real-time).

I saw on here a several questions concerning to web-mapping, but here is the question. Am i able to combine a several various web map tools like mapbox,leaflet.js with Mapchat or others? In order to get the result i'm looking for> interactivity + design + comments. I'm asking, because i didn't find a tool, which would meet all of my requirements.
