Using USGS Raster Split but getting errors

I am working on an issue where I am trying to split the 2011 nlcd .img file into counties. I am really just looking at the midwest, so I have state county shapefiles for IA, OH, MN, MO, IL, IN and WI. I think that the Raster Split tool looks ideal for this job (rather than clipping the img 654 times!) I am using ArcGIS Desktop 10.1, and I have the Spatial Analyst extension activated.

I have the state outline and counties file both in the same projection.


So when I try this, I get the following error:



And if I switch to using a shapefiles for the counties and outline that don't have a projection, I get this error:



The end goal is that I determining percent agriculture and percent urban land in each county based on coded pixel counts.

Essentially, I am just not sure what is going wrong- I don't think that the names of my files SHOULD be causing issues, but I could be wrong.
