Summarize within in ArcMap [on hold]

It would be great if somebody can help me with data analysis question in ArcMap.

I use ArcMap, where I have two layers:

1. Buildings as polygons. Each polygon as a number of people living init as an attribute.
2. Polygons dividing the city into districts.

I need to calculate the number of people living in each district. I would use "Summarize within" tool in ArcGIS, but this tool is not available in ArcMap.

What tool can be used in ArcMap to find the number of people in each district?
