I currently use HERE Maps (formerly Navteq) street data to perform routing scenarios in California. Recently I have been asked to perform routing in two other states. In the past I could get political boundary files for about $5,000 for medium size states (e.g. Oregon, Washington, Minnesota). Now HERE maps is requiring a new license purchase that gives you data for all of North America when you want to expand beyond the data boundaries of your current license agreement. The quote I got for this license conversion is four times the amount we currently pay for data in the first year but will then return to roughly the same in subsequent years. I also inquired with Tom Tom and the deal is not much better for the initial purchase but is acceptable after the first year but the data would be limited to the states requested instead of all of North America, as offered by HERE.
Does anyone know of any street vendor alternatives to these behemoths that have reliable data with fields that can be used in network analyst (street range, function class code, elevation, digitizing direction, street length, turn restrictions, etc)?
