Snapping to line segments without a vertex

How to snap a line end node to another line segment when there's no vertex you could snap to on the line segment within a given snapping tolerance? For example, we have an unconnected line that ends 0,5 meters away from another line segment. We set our threshold to 1 m, so the line we wanna snap to is itself within this distance BUT there's no vertex on the line within this distance. Inserting additional vertices located, say 5 m, from one another is not a good solution at all as it makes the db multiple times larger. I can use any system for this (QGIS, GRASS, ArcGIS etc.) as long as all required operations can be done in a Python/Bash script. Any ideas?
