Simplest spatial database to store points on the globe in WGS 1984 and find the neare

Hi is there any Database ( preferably a Mysql or posgressql plugin ) that allows me to add a WGS 1984 coordinate to each table entry and then find the nearest entries to a certain WGS 1984 point ?
