raster data and polyline shapefile do not line up

I am working on an ArcMap .mxd encompassing the state of new mexico. I have a shapefile of the state boundary with the following coordinate system

GCS_North_American_1983WKID: 4269 Authority: EPSGAngular Unit: Degree (0.0174532925199433)Prime Meridian: Greenwich (0.0)Datum: D_North_American_1983 Spheroid: GRS_1980Semimajor Axis: 6378137.0Semiminor Axis: 6356752.314140356Inverse Flattening: 298.257222101I also have a 60 meter statewide DEM with an undefined spatial reference, however it is definitely in decimal degrees as the extents are in the format 37.0673972845, -102.877257198. (top right corner).

When I add the DEM and the shapefile there is a slight misalignment laterally. The vertical extents are perfectly aligned but the shapefile is shifted to the west.

can anyone explain what the problem is and how I can fix it?
