Publishing an interactive map made with ArcMap when I don't have access to ArcGIS Onl

I apologize if this question is a silly or vague -- I am fairly new to ArcGIS and still grappling with how to articulate what exactly I don't understand. I have created an interactive map in ArcMap (ArcGIS 10.2), and I am trying figure out the best way to publish that map so it is available on my project website for any visitor to view. I don't have access to ArcGIS Online (I am working on a small research project with limited funds, and the high price is prohibitive), and am looking for alternative methods to publish my map. I would love advice on ways to do this using HTML and JavaScript, or any other ways you may have found successful in the past.
