Processing longitudinal (6km) and lateral (1km) buffers on specific land use areas?

Through ArcGIS for Desktop or QGIS if anyone has some ideas?

To make it as basic as possible.I have Land use areas around a large area.I need a longitudinal buffer of 6.7km and a lateral buffer of 1km.
