OSM filter and converter is not working

I am using windows and I downloaded osmfilter and osm converter from here and here

but when i run the executable nothing appears on the screen and the command mentioned in the aforementioned links like:

./osmfilter --helpare not getting reconised by the computer

please let me know how to solve this issue
