Km driving covering ALL roads (with fewest back and forth)?

Kilometers driving covering ALL roads (with fewest but unavoidably some roads back and forth)?

I want to be able to tell some KM for this but it is foreseeable that some roads will be needed to travel across twice to reach others that have not been covered.

I have ArcMap, Qgis, Grass (dont know how to use that though) and PostGres. I do not have Network Analyst in Arcmap.
