Is this a cartogram? Or even a map?

I ran across this map that apparently gained some attention on the internet last year. It is supposed to be "distorted" to show size of states from population. I'm not too keen on it, but I'd be interested to see if there is possibly some merit here and I am not being "flexible" enough to consider it. One major reason I ask is that this map has been given to me as an example to follow. Professional advice is appreciated.



What do you think of this? Is this a cartogram? Is it ok that the state locations are totally different? Is it even a map now, or just a graphic in the shape of the US? Even though you can see which states (recognized only based on the labels in many cases) are bigger than others (at the extremes at least), the same could be achieved with a bar graph... the geographic component is lost to me in this. Not to mention many of the comments about it were "where this-or-that state ended up", as if it weren't done arbitrarily.
