Importing spatially referenced geotiff from MicroStation V8i into ArcGIS

I can't figure out how to properly import a geo-referenced raster into ArcGIS from MicroStation. Both the design file and the Arc data frame are in the same projected coordinate system, which is tagged in the file itself too. When I save the raster as a geotiff I'm certain the the metadata is included, but upon import into Arc it's never seen as spatially referenced. I've tried importing it as a new raster dataset with a .gdb in catalog, but that doesn't work either.

Am I missing something about how Arc interprets geotiff metadata?
