Importing data from a web service as a layer in CartoDB

I'm trying to figure out if it's possible to bring web services into CartoDB as a layer. In particular, I'm currently trying to import an ArcGIS Feature Service: http://data.nconemap.gov/geoportal/...e?uuid={20945466-5E79-458C-AB52-5E2899961E45}

I'm sure there ought to be some way of doing this, but I can't figure out how...
