I'm a relative newbie so forgive this somewhat basic question. I have GIS data in an unusual format. The established census software, CSPro, has a 'Mapviewer' tool that uses a format with an MPC extension. I have extracted the raw data from the MPC file and it looks like this:

The structure of the data, which contains polygons for regions, provinces, municipalities, and barangays for the Philippines, is explained here:

Does anyone know how to convert these data into an ESRI shapefile? My ultimate objective is simply to calculate the area of each geographic unit (provinces through to barangays).
