how to write python scripts for attribute tables in arcgis

I am practising python scripts and a beginner. I get stuck and hope anyone else here can suggest me what commands/scripts i need to use to query:

1. classify accident types, % of each type over a total of 20 cities
2. buffer 500m around a location name and find out within 500m, where shows the most accidents
3. show number of accidents change from weekdays, weekends of 20 cities
