How to start Arcgis Desktop Development?

I know vb Language.I am using Arcgis 9.3.1. i want develop a arcgis Desktop Development but i don't know how to start it. I have a visual studio 2008 and 2010. Arc Object Add-ins not Showing in Visual Studio when open the New Project. How to i get it.Give me the Installation Procedure. (Which one is first installed visual studio or Arcgis 9.3.1).
