How to select by location c# Select cities of a country

I have two layers a countries layer and a points layer. I want to make two combo boxes. In the first one i want to load all the names of the countries and when i select the country i want the second combo box to get populated with the points that are inside that country. I am a beginner and i am trying this in C# and ArcEngine 10.1.
