how to save a layer file for each of the Raster elevations?

I have a 3mx3m grid raster and the elevation ranges from 0 to 29 ft. I would like to "Save As layer file" for every ft of flood inundation. Let's say I want a flood inundation map for 7 ft depth of water.Then I will right click the raster to get the properties of a raster image and set the below mentioned elevation to exclude. Which function I need to use save layer file for each of the flood depth. In short, I need the areas upto 7ft. So i want to get the location of those areas for every elevations.
