How to make a line with one side outline using SLD in GeoServer?

I am trying to make a line with thinner one side outline using SLD in GeoServer (like this:
). Since GeoServer is not support perpendicularOffset element yet, i cannot move the thin line to the edge of the other line. I tried to use external SVG or WKT in SLD but result was not sufficient. SVG has small gaps between images. Here is the SLD part and the result image when i use external SVG. So is there any suggestion or other solution for that?
