I have a georeferenced TIFF Image and some shape files (created using Arcmap) of a City which contain various information (viz. roads, blocks, grounds, etc). I want to build a GIS web application using those shape files and the TIFF image to map some of the statistics of the city. I want to use Open Source Platforms to develop the application. I have some basic knowledge of web programming languages (HTML, CSS, Javascript, PHP).

Which software or programming languages can I use to develop this kind of application? Are there any simple step-by-step guide from which I can gather some knowledge of theoretical as well as implementation details?
