How to allow-text-overlap for one layer in Tilemill

I have a map that displays Countour-Lines including height labels. Those labels should be treaded as "background". So f.e. a village label should appear on top of on of those labels.If I set the flag text-allow-overlap on the contour-line label it won't change that villages f.e. can be displayed on top. I have to set that on the village label. But those should not overlap with anything else but those contour-lines.

Is that somehow possible in Tilemill without changing the order of rendering? Cause my contour labels should stay on the very bottom...
