I am constructing a multi-modal transportation network using Network Analysis in ArcGIS. I have data on roads, railway, and rivers. My goal is to calculate an Origin-Destination matrix of the cost to transport goods from each city to each major port or state capital.
What I would like to model the fixed cost of switching modes of transportation. For example, goods transported using roads would incur a fixed cost of $500 to switch to railway transportation or a cost of 600$ to switch from road to river. This fixed cost may include the cost for unloading the truck, storage in a warehouse until departure, and loading them on a train. If I build the cost into the railstation or port point file, it would be incurred even if they did not switch modes is that correct? OR is that the best way to do so?
