Image is attached showing the map that I need to digitize. I need to add this image as a map layer so that the attributes in the four sections are represented on the base layer. There are four sections, 1, 2, 3 and 4 (7 is supposed to be a 4).
I googled answers but I am seeing varying degrees of what route to take in order to accomplish what I want.
I would like to add the map layer with the separate sections for beats and link it based on parcel numbers within the main map layer.
