How can I add an interactive map to a PDF?

I have been asked to add an interactive map to my company's annual report. The requirements are that it should have multiple layers that can be turned on and off, zoom in/out and pan functionality, and clickable points on the map that will display images. It must be entirely standalone as there's no guarantee that the reader will be connected to a network when they're viewing the document.

Any suggestions?

(I recognize that this isn't strictly a GIS question, but I'm hoping that someone out there has done something similar to this.)
