Free open source software non-profit organization(s) for legal lot description conver

I have been looking for free open source software that will or will assist in taking the text of a legal lot description and will convert/translate it into something usable by a GIS system. Having gotten no results I am looking at statistical machine translation systems specifically, Moses. I am attempting to install and exercise Moses to see if it might be useful. One of the components that it uses is SRI Language Modeling Toolkit (SRILM) which is a toolkit for building and applying statistical language models (LMs), for use in machine translation. The SRILM Research Community License allows the software to be used by "NON-PROFIT ORGANIZATIONS".

I am now looking for a list of potential "NON-PROFIT ORGANIZATIONS" that develop free open source software that might like to have a legal lot description converter to GIS format feature so that I can pursue this path.

In response to my request as an "individual attempting to create free open source software", the Director, Business Development, Information and Computer Science Division, SRI International indicates that I need a commercial license but that "NON-PROFIT ORGANIZATIONS" may use the SRILM Research Community License.
