I have an annotation layer designed for 1:20000 and I want to add a halo mask to the layer. The layer was created with a reference scale of 1:1, and therefore the font sizes are around 400000pt, and it will not allow a halo big enough to work. I do not have access to the original data with labels.
If I try to change the reference scale to 1:20000, and divide the font sizes by 1:20000, the font sizes are normal (e.g., 10pt), but the characters are moved all over the place.
Is there any way to easily add a halo to this annotation layer, or to recover this annotation so that it has normal font sizes?
I am working in ArcMap 10.3, ArcInfo License
