ESRI consume a DIY RESTfull webservice [on hold]

can anyone help me consume this rest service using either the esri Javascript API or arcgis Desktop?http://162.246.156.21/sensor-rest-service/service/sensor

everytime I attempt to connect to the URL it throws an error and I'm not sure how to proceed...
