Elevation vs distance from seafront [on hold]

I have a project for which I need to highlight areas which fulfil the following criteria:

• within a specified distance from the sea shore
  
• within a certain elevation range relative to sea level
  

For example highlight all land which is within 800m of the sea and more than 100m above sea level.

I have programming experience but am new to GIS, could someone advise on the fastest way to achieve the above? Ideally using free software.
