I am having quite a time determining how to properly allocate demand points to facilities with a finite capacity using ArcGIS's Maximize Capacitated Coverage solution to Location-Allocation. I have found that my demand points (population) located closest to the facility are often larger than the facility's capacity. I had HOPED the facility would take a portion of the demand point and allocate it to the facility, but turns out this problem solver will not apportion demand in the way other problem solvers will. This yields very unrealistic results as the facilities are reaching out into rural areas (passing literally thousands of closer patrons) to allocate a demand point that is smaller than its capacity. There has to be something I'm doing incorrectly, right?
