Build maps using android application (Geotiff File)

I am an absolute beginner of GIS and I wish to create a custom mobile application for Android. in this situation, i have an image (Geotiff) file to :

1. convert and overlays maps
2. make poligon
3. make polyline that file my mobile applications.
4. make waypoint
5. based maps must using google maps, bing maps, microsoft maps, and open source maps

I need some guidance. Is there anyone who has done something similar?
