AWS, ArcServer 10.3 .sde connection to another AWS machine's SQL Server db

Currently I have two amazon EC2 instances. One running the ESRI AMI for ArcServer 10.3.1(on server2012) and another just running a windows server 2012 with SQL Server Standard. From the ArcServer machine, using SQL Server management studio I can connect to my other machines database. Due to this I believe all the correct ports and firewall settings are correct

I they both belong to the same VPC. I connect using the private IP.

On the ArcServer machine, I have installed the SQL Server native client 64-bit. I couldn't install the 32, and after reading it says the 64 includes the 32.

Using ArcMap's ArcCatalog on the ArcServer machine I would like to make an .sde connection to the SQL Server machine in the VPC but I receive the message "Unable to connect to the database server to retrieve database list; please verify your server name, username and password info and try again. Bad Login user."

I am using the same user/login that I can access it to from SSMS. for the instance paramter I am putting the privateIp:port.

Anyone have any idea on what I must be missing?
