ArcGIS Server cache on different extend and scale

I have a Map, which contains the world map with low resolution, and my country map with high resolution, I want to create a cache for the map for 10 scales, the first 3 scale i want to cache all the world, and other 7 scales i want to cache only my country extends.

I was able to do that in ArcGIS 9.3, but I don't know how to do this in ArcGIS 10.3.

Any idea?
