I wonder if people could advise on the best system (apps and workflow) to be able to do the following on an Android tablet. I am helping a people's organization in the Pacific capture spatial data on informal settlements (slums) on things like: boundaries, residences, water supply, drainage courses (a combination of point line and polygons).
We need to be able to access and update existing data in the field. For example, we want to ground-truth in the field google earth traces/points stored in QQIS as a shapefile and create, update, edit it with assistance of GPS in the field offline - and with offline access to satellite imagery (we don’t have reliable existing satellite rasters – so hope to be able to use google earth/bing/OSM).

Key requirements are:
- Offline editable: we need to be able to capture data offline in the field using GPS enabled android tablets and to later save that to our existing shapefiles, which we use QGIS to edit. We need to be able to create a points/lines/polygons and add data across several custom fields - so need the data capture form to allow at least 3 fields to be editable.
- Offline Satellite imagery: we need to be able to download satellite imagery from publically available sources to be accessible in the field.
- Can integrate with QGIS: we need to be able to import data created in the field and store it as a shapefile in QGIS.
- Free or very affordable: the organization is a small NGO so do not have budget for commercial applications. Needing to deal with gaining and maintaining licenses e.g. charity license for ArcGIS Collector.
