Job Summary
Under the general supervision of the Township Engineer, provides support for the development and maintenance of the Township’s Geographic Information System (GIS), its operations and users. This position assists with developing and maintaining GIS databases; preparing maps and GIS documents; provides support and training to users. Assists the Township Engineer as requested.
Duties & Responsibilities
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactory.
• Assists the Township Engineer in assessing departmental GIS needs and identifying potential applications.
• Provides technical training on the use and application of the GIS and provides continued support through the implementation process.
• Develops departmental and Township wide training programs and curriculum as requested.
• Serves as a troubleshooter for GIS related computer issues.
• Performs research, gathers and enters data from a variety of sources into GIS.
• Assists the Township Engineer in creating and updating the GIS and related databases.
• Constructs GIS data layers and scans documents and photographs into the GIS database.
• Assists the Township Engineer in analyzing capital needs, recommending improvements, budget preparations, and implementing changes.
• Performs quality control checks on data intended for GIS use, and on information entered into the GIS.
• Creates and manages databases and performs programming functions.
• Keeps abreast of GIS and related technological developments, information sources, and current issues through continued education and professional growth.
• Attends conferences, workshops, and seminars as recommended by the Township Engineer, subject to approval by the Township Board.
• Assists with and/or completes special projects as requested by the Township Engineer and/or other department heads as approved by the Township Engineer.
• Establishes, maintains and coordinates GIS relationships and activities with vendors, department administrators, employees, professional colleagues, other governmental units, consultants, and peer agencies.
• Performs other related duties as required.
Qualification
• Bachelors Degree from an accredited college or university with major course work in geography, surveying, computer science, urban planning or related field. Candidate must have experience with ArcView, ArcINFO, AutoCAD, GIS, GPS relational databases and ESRI products.
Specific skills required
The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of the position. Reasonable accommodations may be made to enable individuals with disabilities to perform the job.
• Thorough knowledge of coordinate geometry, geography terms, vector maps, and the utilization and capabilities of Geographical Information and Global Positioning Systems.
• Thorough knowledge of municipal operations and the substantive areas in particular municipal Engineering Departments.
• Skills in research, data entry, photo and/or document scanning, and data layer construction.
• Skills in operating office equipment, relational databases, personal computers and related software.
• Ability to read and understand engineering drawings, design plans, maps and translating data sources into usable information.
• Ability to install software, drivers, and other computer equipment, as well as to resolve computer problems.
• Saudi (or Middle East) driving license with clean driving record
Personal Specifications (Personality Attributes)
• Must have good communication, interpersonal and organizational skills (English is required, Arabic skills are a plus)
• Ability to communicate effectively, both orally and in writing.
• Ability to maintain effective working relationships, exhibit sound judgment, initiative and resourcefulness when dealing with employees, vendors, representatives of other governmental units and professional contacts.
• Ability to work effectively within deadlines and adjustments to priorities.
• Computer literate
Experience
Five years experience working with a GIS system or other enterprise Data Management system. Experience may also be substituted for required education at a ratio of two years of experience for one year of education.
