التخطيط الإستراتيجي تعزيزاً لحماية المؤسسات الأمنية : دراسة تطبيقية على الخطة الأمنية العامة لكلية الملك فهد الأمنيةالعلي، عبدالله بن فريح معيقلمشكلة الدراسة: تبلورت مشكلة الدراسة في السؤال الرئيس التالي: ما الأسس الاستراتيجية والبرامج الملائمة لتطوير الخطة الأمنية العامة لكلية الملك فهد الأمنية تعزيزاً لحماية المؤسسات الأمنية؟أهداف الدراسة: 1) التعرف على واقع التخطيط الاستراتيجي الأمني في كلية الملك فهد الأمنية تعزيزاً لحماية منشآتها.2) توضيح كيف يمكن أن تسهم برامج التخطيط الاستراتيجي الأمني لتطوير الخطة الأمنية العامة لكلية الملك فهد الأمنية في تأمين منشآتها ضد المخاطر والازمات الأمنية التي تهددها.3) استجلاء المعوقات التي تعترض التخطيط الاستراتيجي لتطوير الخطة الأمنية العامة لكلية الملك فهد الأمنية. 4) التعرف على التهديدات المستقبلية (المخاطر والازمات الأمنية) التي يمكن أن تتعرض لها منشآت كلية الملك فهد الأمنية.5) الكشف عن المقومات والمتطلبات الاستراتيجية لتعزيز أمن وحماية المؤسسات الأمنية.6) تحديد العناصر الاستراتيجية (الرؤية والرسالة والأهداف) لخطة حماية المؤسسات الأمنية.مجتمع الدراسة: يتشكل مجتمع الدراسة من جميع الضباط من الرتب القيادية من رتبة رائد فما فوق، والعاملين في كلية الملك فهد الأمنية، والبالغ عددهم (132) ضابطاً، قام الباحث بإتباع أسلوب الحصر الشامل لجميع مفردات مجتمع الدراسة.منهج الدراسة وأدواتها: استخدم الباحث المنهج الوصفي التحليلي باستخدام الاستبانة كأداة لجمع المعلومات.أهم النتائج: 1) أن أفراد مجتمع الدراسة يرون أن واقع التخطيط الاستراتيجي الأمني مطبق بدرجة متوسطة في كلية الملك فهد الأمنية تعزيزاَ لحماية منشأتها، ومن أهمها أنه يوجد كفاءات قيادية قادرة على استخدام وتطبيق التخطيط الاستراتيجي الأمني.2) أن أفراد مجتمع الدراسة يرون أن مساهمة أسس التخطيط الاستراتيجي الأمني في تطوير الخطة الأمنية العامة لكلية الملك فهد الأمنية لتأمين منشآتها ضد المخاطر والأزمات الأمنية التي تهددها، أنها تسهم في درجة عالية، تعزيز نقاط القوة لإجراءات أمن منشآت الكلية.3) أفراد مجتمع الدراسة يرون أن المعوقات التي تعترض التخطيط الاستراتيجي لتطوير الخطة الأمنية العامة لكلية الملك فهد الأمنية، تعترض بدرجة عالية، ومن أهمها ضعف الاهتمام باستخدام أساليب التخطيط الاستراتيجي.4) أن أفراد مجتمع الدراسة يرون أن التهديدات المستقبلية (المخاطر والازمات الأمنية) التي يمكن أن تتعرض لها منشآت كلية الملك فهد الأمنية، خطورتها بدرجة متوسطة، ومن أخطرها التسمم الغذائي.5) أن أفراد مجتمع الدراسة موافقون على المقومات والمتطلبات الاستراتيجية لتعزيز أمن وحماية المؤسسات الأمنية بدرجة عالية، من أهمها إيجاد قاعدة معلومات لكل ما يتعلق بالمخاطر والأزمات الأمنية. أهم التوصيات:1) بناء خطة استراتيجية أمنية لمواجهة المخاطر والأزمات الأمنية، بإتباع خطوات التخطيط الاستراتيجي.2) ادخال مفاهيم وأسس التخطيط الاستراتيجي الأمني باستحداث مقررات ومناهج تعليمية وتدريبية.3) إعادة النظر في الهيكل التنظيمي لكلية الملك فهد الأمنية، على أن يتم ادراج موقع تنظيمي للتخطيط الاستراتيجي ضمن إدارة التخطيط والتطوير.4) بناء قاعدة معلومات للنظام الأمني والجغرافي لكل ما يتعلق بالمخاطر والأزمات الأمنية، والعمل على الربط الالكتروني مع مركزي التحكم والسيطرة والمعلومات الوطني بوزارة الداخلية.5) زيادة الإجراءات الأمنية والوقائية للتعامل مع أكثر المخاطر والأزمات الأمنية تهديداً، بوضع سيناريوهات للمخاطر المحتملة، وإجراء تمرينات افتراضية تعبوية بالاشتراك مع الجهات الأمنية ذات العلاقة.; Study Title: Strategic planning for supporting security institutions.Student: Abdullah bin Fareh Al-Ali.Advisor: Dr. Yehia bin Mufarah Al-Zahraany.Research Problem : the problem addressed by this study is crystallized in the following main question: What are the strategic bases and the suitable programs to develop the general security plan of King Fahd Security College to support the protection of security institutions? Study Objectives: 1) Defining the status of security strategic planning in King Fahd Security College to support the protection of its facilities.2) Demonstrating how security strategic planning programs could develop the general security plan of King Fahd Security College for supporting its facilities against danger and security crises that threatening it.3) Clarifying the obstacles that hinder strategic planning for developing the general security plan of King Fahd Security College.4) Defining future threats (danger and security crises) that the facilities of King Fahd Security College could face.5) Elucidation of strategic constituents and requirements to support safety and protect security institutions.6) Defining the strategic elements (vision, mission and objectives)Study Population: The community of study consists of all officers in leadership ranks from major officer and above, besides, the employees in King Fahd Security College, totaling of (132) officer, the researcher followed comprehensive inventory method to all the individuals of the study community. Research Methodology and Tools : The researcher opted for descriptive analytical method using questionnaire as a tool for information gathering.Main Results:1) The individuals of study community consider that the security strategic planning status is intermediate in King Fahd Security College concerning the support of its facilities, and the most important thing is the availability of leadership capable of using and applying security strategic planning.2) The individuals of the study community consider the basis of security strategic planning in King Fahd Security College to support the protection of its facilities against danger and security crises that threatens it, that it contributes effectively in supporting the strengths of the security procedures of the college facilities.3) The individuals of the study community consider that what hinders the security strategic planning in King Fahd Security College is the lack of interest of the usage if strategic planning methods.4) The individuals of the study community consider that future threats (danger and security crises) that could face the facilities of King Fahd Security College are intermediate, of which the most dangerous is bromatoxism.5) The individuals of the study community are agreed on constituents and requirements to support and protect effectively security facilities, including find a database for all pertaining threats and security crises.
