Let’s talk about the difference between the two, in a spatial kind of way.
Cluster: a location where a lot of the same thing is happening. See the green graduated symbols below:
Hotspot: a location of statistical confidence that indicates something is happening.
(This is actually an older map my research institute created, that is available publicly on their website.)
Whether that confidence is positive or negative depends on which direction it deviates in from the mean. The further a location’s event deviates from the mean, the more significant it is.
Generally when mapped, the right-skewed values (from the mean) are coined “hotspots”, and the default output makes them display in shades of red. The left-skewed values from the mean are coined “coldspots”, and display in shades of blue. Areas that are not significant (within one standard deviation from the mean) can be shown in a color close to white.
So while the general terminology is*“hotspot”, the areas that are hotspots can actually be*“cold” or*“hot”. Confidence knows no direction! You can be significantly*(in the statistical sense) cold or hot.
