دور خبراء مسرح الحوادث الجنائية في تعزيز الأمن الإنسانيآل عبدالسلام، فهد بن ناصر إدريس; الدعجة، حسن عبدالله (مشرف).; علي، عادل محمد أحمد (مناقش).; عبدالهادي، عبدالناصر عباس (مناقش).مشكلةالدراسة: الأمن الإنساني أصبح أمرًا مهماً وملزماً تحقيقه وذلك للوصول إلى الحق والعدالة لذا يسعى الباحث لمناقشة دور خبراء مسرح الحوادث الجنائية فيما يتعلق بتحقيق الأمن الإنساني من خلال معرفة مدى التزام الإجراءات المتبعة في معاينة مسرح الحوادث الجنائية بتعزيز الأمن الإنساني، ومدى تعامل الجهات المعنية بمسرح الحادث بالأساليب العلمية الحديثة وإلمامهم بها، للوصول إلى تصور أمني استراتيجي يحقق هذا الهدف حيث يصيغ الباحث المشكلة في التساؤل الرئيس التالي:ما التصور الاستراتيجي لمسرح الحوادث الجنائية الذي يعزز الأمن الإنساني؟أهداف الدراسة: تهدف الدراسة إلى الآتي:1. التعرف على واقع مسرح الحوادث الجنائية في المملكة العربية السعودية.2. معرفة الإجراءات الأمنية المتبعة في التعامل مع مسرح الحوادث الجنائية في المملكة العربية السعودية؟3. التعرف على العلاقة بين الإجراءات الجنائية في مسرح الحادث وتعزيز الأمن الإنساني.4. تحديد الأساليب العلمية الحديثة في اكتشاف أثار مرتكبي الحوادث الجنائية.5. معرفة المعوقات التي تحد من تطبيق الأساليب العلمية في اكتشاف الأثار المادية في مسرح الحوادث .6. بيان الإجراءات الحديثة لاكتشاف آثارا لأدلة الجنائية في مسرح الحادث .7. وضع تصور استراتيجي امني لخبراء مسرح الحوادث الجنائية الذي يعزز الأمن الإنساني.منهج الدراسة وأدواتها:استخدم الباحث الطريقة الوصفية التحليلية لفهم المراحل التاريخية دور خبراء مسارح الحوادث الجنائية في تعزيز الأمن الإنساني وتوصيفها وتحليلها،واعتمد الباحث في هذه الدراسة على خبرته الطويلة في مجال التحقيق والأدلة الجنائية.أهم النتائج: 1. ضعف مراعاة الضوابط الشرعية وتحقيق الدقة في العمل الجنائي باتخاذ السبيل إلى تطبيق شرع الله اعتمادا على الكتاب و السنة بصفة خاصة في الأعمال التي ترتب إدانة أي من الأشخاص .2. ضعف استخدام الأسس والوسائل العلمية الموثوقة والمجربة في مسارح العمليات واستخدام أجهزة وتقنيات مصادق عليها من أكبر مدارس علم الأدلة الجنائية.3. الآثار المادية وسيلة ضغط على الجاني للاعتراف بعد مواجهته بها ومن ثم أنها تشعر الضحايا بأن حقوقهم لا تضيع وأنهم لن يظلموا وأن هذه الآثار ستوصل إلى الجاني وتحقيق العدالة.4. إن الوصول إلى مسرح الحوادث الجنائية بدون استعداد، وخاصة بدون المعدات والخبرات اللازمة، قد يؤدّي إلى ضياع الفرص والإضرار بعملية التحقيق والتحري بأكملها,وبالتالي ضياع الحقوق. 5. ضعف ثقافة الأمن الإنساني في صفوف العاملين في الأجهزة الأمنية والأدلة الجنائية. أهم التوصيات:1. مراعاة الضوابط الشرعية وتحقيق الدقة في العمل الجنائي بإتخاذ السبيل إلى تطبيق شرع الله إعتماداً على الكتاب و السنة بصفة خاصة في الأعمال التي ترتب إدانة أي من الأشخاص .2. أن يكون التعامل مع مسرح الحوادث الجنائية وفق أسس علمية موثوقة ومجربة واستخدام أجهزة وتقنيات مصادق عليها من أكبر مدارس علم الأدلة الجنائية.3. عدم إعطاء الرأي المسبق والتوقعات والتشبث بوجه النظر واهمال الأساليب العلمية.4. شاعة ثقافة الأمن الإنساني في صفوف العاملين في الأجهزة الأمنية والأدلة الجنائية عبر البرامج التدريبية وورش العمل.5. التأكيد على الضمانات التي يوفرها القانونان الدولي والداخلي، للمتهم في إطار إجراءات الضبط القضائي والتحقيق بصفة عامة وفي مسارح العمليات بصفة خاصة.; Study Title:. Access to criminal incidents theater without ready, especially without the necessary equipment and expertise, could lead to missed opportunities and damage to the process of investigation or inquiry whole, and thus the loss of rights.5. weakness of human security in the ranks of the security services and forensic culture.Main Recommendations:1. take into account the legitimate controls and achieve accuracy in the criminal action to take the key to the application of the law of God, depending on the book and the year particularly in the business, which resulted in the conviction of any of the persons.2. to have to deal with criminal incidents theater according to scientific bases and proven reliable and the use of devices and techniques certified by one of the largest schools of forensic evidence.3.
